Line by line
Four line items carry most of the price difference. Check these before you put two quotes next to each other.
Budget and mid-range default to homestays. Private packages can upgrade to a small hotel or a private homestay room where one is available locally.
A shared group boat runs to a fixed schedule. A private charter sets its own — later starts, or extra time at Gunung Api and Banda Besar.
Group packages include snorkelling only. Dive days, tank rental and a certified dive guide are quoted separately or bundled into a diving package.
Flights to Ambon, travel insurance and alcoholic drinks are excluded at every tier. Budget for all three on top of the quoted band.
If two quotes look far apart, one of these four is almost always the reason — not the operator.

Accommodation, most meals, transport within the islands by boat or local vehicle, and a guide. Heritage access — Fort Belgica, Fort Nassau, the nutmeg groves on Banda Besar — is walking or short-boat distance and normally included. Diving almost never is.
They are different, not better. A private charter buys pace and flexibility: later starts, longer at one site, a route built around what you came for. A group departure is cheaper and puts you with other travellers. If your dates are fixed and your interests are broad, the group tour is usually the better value.
Start with the two things you will not compromise on — usually budget and whether you are diving — then read the inclusions rather than the headline price. A cheaper package that quotes dive days separately can land higher than a diving package that bundles them.
For the calm window (Oct–Apr) book well ahead: beds in the colonial town are limited and charter flight seats from Ambon are few. December is the busiest month of the year. Outside that window the sea, not availability, is the constraint.
